Sheree Clann Fish, passed away November 17, 2017 at the age of 61. Sheree was born in Tampa, January 4, 1956. She is survived by her high school sweetheart, James (Jim )Fish; brother Herbert Clann (Liz Pagano; sister Pamela Carr (Tom), nephew, Thomas Carr and niece Erin Rice (Dan), uncle Don L. Six; auntMary Jane Blount Corbett(Vance) and cousins Michael Confoy (Joan) and Derek Corbett.Sheree was a graduate of Hillsborough High School 1973, University of South Florida 1981, and Stetson College of Law 1990. Among her vast accomplishments Shereestarted her career as a teacher at Shaw Elementary.
Sheree received her Bachelor of Arts, cum laude, from the University of South Florida in 1982 and her Juris Doctor Degree, cum laude, from Stetson University College of Law in 1991. Prior to coming to the Hillsborough County Attorney's Office, Sheree was a Judicial Intern in the Thirteenth Judicial Circuit under the Honorable John P. Griffin; a Federal Judicial Intern in the United States District Court for the Honorable Elizabeth A. Kovachevich, Middle District of Florida; and practiced in the Law Office of Robert J. Nader, Esquire.
Sheree enjoyed a distinguished career with the Hillsborough County Attorney's Office for over 20 years, and was recognized as an AV rated lawyer by Martindale-Hubbell before retiring in 2013. As a Managing Attorney, Sheree represented many County departments such as Health & Social Services, Animal Services, Consumer Protection, Child Care Licensing, Children and Aging Services, Social Services and many other departments, boards and councils. Sheree always had a smile on her face when she was in the office. She enjoyed being an attorney and was a sought after problem solver by other attorneys in the office. She always had time for everyone and her door was always open, much to the delight of her colleagues.
Sheree was the lead attorney for many significant community issues such as Indigent Healthcare and the Quarter Cent Sales Tax. Sheree drafted several important ordinances such as Sexual Predator Ordinances, Senior Protection and Sexual Predator Child Safety Zones.She also drafted Anti-Bullying resolutions to help curb bullying and the Pain Management Clinic Ordinance regulating the operation of pain management clinics.
Sheree was passionate about her work with Animal Services. Sheree worked tirelessly with the Department on such projects as the Anti-Tethering Ordinance and Pet Evacuation Ordinance. Sheree represented the Department in court cases dealing with animal abuse and neglect, dangerous dogs, dog fighting, and animal hoarders. Sheree was committed to assisting the Department in their adoption efforts, opening her home to help the cause by adopting Buster, Taz and Raven. When it was discovered that Raven was pregnant with three puppies, Sheree found good homes for Daisy and Sophie and added Cloe to her own family. It turned out that Sophie was born with a heart defect and Sheree raised the money necessary for Sophie's lifesaving surgery.
Sheree was on the team that negotiated the lease and transfer agreement between the Hillsborough County Hospital Authority and Florida Health Sciences for the privatization of Tampa General Hospital. Later Sheree served as counsel for the Hillsborough County Hospital Authority. Sheree was also the County's in-house legal advisor for HIPPA compliance.
Sheree was active in many professional and leadership organizations such as Tampa Connection.While in Tampa Connection, Sheree increased interest and knowledge of local government through a Government Breakfast Program she designed and implemented that included County Commissioners, the Mayor of Tampa and Tampa City Council members, the Sheriff and Police Chief, the Judiciary, the School Board and Administration.
Sheree also participated in Leadership Tampa, University of South Florida Institute of Government Executive Fellows Program, and the Cheatwood Inn of Court.
Sheree co-authored published articles on HIPAA and public forum issues in the Hillsborough County Lawyer publication. Sheree also taught classes at Stetson Law School Regarding HIPAA Regulations for FRMA.
